Q: Can audio and video recordings of meetings take the place of minutes?

A:
The Open Meeting Law does not specifically address the form in which minutes of meetings must be maintained. However, the state’s Public Records Law (M.G.L. Ch. 66, Sects. 3 through 9) requires that a board or committee eventually put its minutes into a written form. Such a requirement is also consistent with the Open Meeting Law’s policy of providing ready access to legible minutes.
